Items work around the Delsere's (4) piece bonus, Strongarm debuff and OnHit effects
Helm: since Exhaustion, Stretch Time and Time Warp are good runes on Slow Time the Crown of the Primus is a must have and it can roll with APoC!
Shoulders: good spot to work in Delsere's, if you have other pieces of Delsere's take the Mantle of Channeling for the 25% DR
Torso: Delsere's for the set, Tal Rasha for the attack speed or Aquila Cuiras for the DR
Wrists: cube or wear Strongarm Bracers. APD's will be your second choice unless you have a lot of defense and Nemesis are needed
Gloves: Gloves of Worship and the cubes Ahavation is a nice team buff since exp and such is shared among the group. Otherwise take Delsere's and cube Thunderfury or the Butches Sickle, both have good OnHit effects
Belt: Unless you have 55+ crit chance and 8 APoC you might run out of Arcan power due to teleport and channeling so the Hergbrash's Binding should be your choice. Cord of the Sherma has a nice OnHit while The Witching Hour offers more attack speed
Legs: Delsere's Leg Guard of Mystery, there is no other good option here.
Feet: Delsere's Striders of Destiny or maybe baby the Illusory Boots but since we have TP they are overkill.
Weapon: Aether Walker since this is the speed variation. When you run out of Arcane Power pair this with the Cosmic Strand by removing the shrine combo or try to rely on your Illusionist passive only (so you need to be hit to make this build speedy...) and equip the Thunderfury or The Butchers Sickle
Offhand: The Orb of Infinite Depth is your strongest DR (80%) in this kit. dropping it might kill you. if you run an Etched Sigil change EB - Chain Reaction to WoF Heat Wave for a higher reach of Conflagration. Etched Sigil procs do not reset your Slow Time nor the Orb of Infinite Depth buff. Take the Cosmic Strand for resource management - can halve your TP cost if used propperly.
Amulet: Overwhelming Desire is a very poverfull effect with no inner cooldown. stacking Attack speed highly increases its impact. Alternatively The Ess of Johan will proc Strongarm Bracers. Eye of Etlich if you really lack in toughness (witch should not be the case!)
Rings: Since Halo of Arlyse will proc the rune of your equipped Frost Nova, bone chill has a much higher impact. Halo of Karini with Storm Armor - Power of the Storm is also good for you but worse for the team. With the shrine combo the Hellfire Ring's extra exp is a good thing to have - or Stone of Jordan's Arcane Power, Nagelring's MF and Zodiac (RRoG for other seasons)
Cube: As a support try to cube Strongarm Bracers and Oculus Ring to max their impact. Ahavarion is my BiS choice, Thunderfury and Butchers Sickle are good alternatives.
All bounty Items should be farmed with Dex/Str characters - Dex/Str on gear is some worthy armor for free!

max out resource and RCR as well as crit hit chance helps you to teleport around more often. attackspeed > CDR for more OnHit procs. This variation needs a lot of CHC to stay at high APoC.
Build Guide
[S16 - 2.6.4] A Support speed Build
As explained in the item section thus build has some variations. Your roll is to Buff your allies/debuff monsters and scout/aggro ahead.
Skills:
Disintegrate - Intensify is meant to be a Star Pacts sidekick. Chain Reaction keeps you alive while burning enemies for the 6% crit chance of Conflagration passive. Bone Chill makes them suffer! even more with the Cold Blooded passive. Keep your slow time up at all time to guarantee the 30% DR and the 10% attack speed (for all allies inside your bubbles). Illusionist passive and Chain Reaction help resetting its CD so you can have multiple bubbles up. Teleporting forth and back will spread bubbles and let you apply debuffs to more enemies. Astral Presence lets you TP more often. Ice armor with Halo of Arlyse procs your APD's and applies the Bone Chill debuff.
Rune choices
Disintegrate: Take Convergence or even Ray of Frost - Snow Blast if there's no Star Pact mage around
EB: Each explosion procs Delsere's (2) piece so Chain Reaction can be a full reset of Slow Time. WoW and Zodiac can be fun here OR disturbing and offer less team buffs. With Disintegrate - Convergence you can try WoW and Short Fuse.
Storm Armor: Cristallize negates some damage. If you dont need that try Ice Reflect - throwing out the Halo of Arlyse opens up for an extra Jewelry slot but lowers the Bone Chill procs.
Teleport: Safe Passage's DR (6 sec) is the same as having APD's and stunning 3 enemies with Calamity (1 sec) but Calamity can keep up your Gogok of Swiftness and proc your Zodiac (so the 25 Arcane Power are finally worth something). If you run out of Arcane Power try the Wormhole rune (does not stack with Cosmic Strand)
Passives: Illusionist is optional as long as you have the Aether on you. Unwavering Will is a good defense choice here. For Gem Up's consider Unstable Anomaly.
Team benefits:
Disintegrate - Intensify: Enemies hit take 15% more damage from Arcane for 4 seconds
Frost Nova - Bone Chill: Enemies take 33% more damage while frozen
Slow Time - all runes (with the Crown of the Primus)
- Enemies inside deal 25% less damage
- Enemies inside take 15% more damage
- increasing attack speed by 10% for allies inside
- Delsere's (4) Set: 30% DR for allies inside
Cold Blooded: Enemies take 10 % more damage
Conflagration: increase the crit chance vs burning enemies by 6%
Overwhelming Desire: An enemie take 35% more damage for 2-7 seconds (roughly 15% chance on hit)
Oculus Ring: 85% more damage area
Strongarm Bracers: 30% more damage to Enemies hit by knockbacks
Thunderfury: chance on hit to reduce enemies attack speed by 30%
Gem of Efficiant Toxin: Enemies take 10% more damage and deal 10% less damage
Iceblink: 10% increased crit chance to frozen enemies
8.6% EXP bonus with a 4.5 Hellfire Ring and a Ruby - 11.1% with "Enlightened" Shrine via Ahavarion and Gloves of Worship (divided by the team size)

Torso and Pants: Diamonds
Helm: Ruby
Weapon: Gem of Ease
other stuff:
You want to avoid monsters with the Electrified affix - the projectiles stack inside your bubble creating a deadly trap. try to cast your bubble aside since communicating to skip these might be hard.
